On 25 January there was a control inspection of the church ‘Philadelphia’ building that is under construction. The inspection was made by the state organization ‘Rosstroinadzor of Udmurtia’ and to be more exact by the deputy department chief Rais Halimov. According to the results of this inspection, that was made with a bias and in the absence of senior pastor Pavel Zhelnovakov who was on a church business trip, the report was drawn up including 43 ‘offences’. Also the accusation of an administrative law offence (enactment 9.4, Administrative Offences Code of the Russian Federation) was brought. This enactment implies a penalty up to 500000 roubles to a law organization, 50000 to the director of the organization. Having studied the documents senior pastor Pavel Zhelnovakov refused to sign them. On his opinion Mr Halimov added a lot of lies in the inspection act, that doesn’t do credit to this person and the organization itself. The church required a non-departmental expert examination to be made and it proved that the building is in a good condition. There are some works that are to be done, but that is natural — the building is at the stage of finishing works. Now the church and all the organizations that work in the building holding a contract prepare an answer to the claims on ‘offence’, and a possibility of bringing a suit against Mr Halimov’s actions during the inspection is being cosidered.
