The arbitrary court of the Udmurt republic passed a resolution on the suit of the church “Philadelphia” (Izhevsk) against Gosstroinadzor (the Department of Building and Construction of the Udmurt republic) regarding the enactment that was made against the church. According to the decision of the court all these enactment are declared illegal and the suit is finished in favour of the church “Philadelphia”.The inspection of the church building under construction was carried out on January 27, 2009. It was done by the deputy chief of the department Rais Khalimov. It was carried out with bias and in absence of senior pastor who was on a church business trip. The report was drawn out and said about 43 “violations” and an accusation in an administrative breach of law (enaction 9.4, Administrative Offences Code of the Russian Federation). This enactment implies a penalty up to 500 000 roubles to a law organization, 50 000 to the director of the organization. Having studied the documents senior pastor Pavel Zhelnovakov refused to sign them. On his opinion Mr Khalimov added a lot of lies in the inspection act, that doesn’t do credit to this person and the organization itself. The church required a non-departmental expert examination to be made and it proved that the building is in a good condition. There are some works that are to be done, but that is natural — the building is at the stage of finishing works. The construction of the building have been conducted since 1998. Now some facing works, ventilation and some other things have not been finished yet. Before May 2008 the church “Philadelphia” rented a concert hall. Though then the churched of Izhevsk lost this opportunity to rent concert halls. The believers had to have meetings in the church building under construction, but then it was over. Now the church has a temporary place for meetings.Disagreeing with the actions of the inspection of Gosstroinadzor the church “Philadelphia” turned to the arbitrary court of the republic.
